What are the criteria for spells that should or shouldn't be dismissable before the duration expires?

IMHO, everything with a duration should be dismissible. Everything else should be instant, with an ongoing effect.

Are you asking what should go into your decision of whether to put a (d) in the duration when writing a new spell?

What criteria did the spell writers use? None, that I can tell. They just randomly assigned the "dismissable" quality to various spells.

I don't think there's any logic to it. I knew that either Web or Stinking Cloud is dismissible (but not both), for instance, but I had to look up which was which because there's not really any way to figure it out a priori .
